PUBLIC NOTICE: Career & Technical Education

Bartlett City Schools will offer the following Career & Technical Education programs to students in grades 6 -12 for the 2015-16 school year: Bartlett High School and Bartlett Freshman Academy Advance Manufacturing (Machining Technology), Arts, Audio/Visual Technology & Communications (Digital Arts & Design, Fashion), Business Management & Administration, Finance (Accounting), Health Science, Hospitality & Tourism (Culinary Arts), Human Services (Cosmetology, Early Childhood Education, Nutrition), Information Technology (Networking Systems), Criminal Justice, Marketing, STEM, Transportation, Distribution, & Logistics (2-4 Cycle Engine). Bon Lin Middle School STEM middle school courses.

NOTICE OF FINDING OF NO SIGNIFICANT IMPACT AND NOTICE OF INTENT TO REQUEST RELEASE OF FUNDS

These notices shall satisfy two separate but related procedural requirements for activities to be undertaken by the City of Bartlett, Tennessee.

REQUEST FOR RELEASE OF FUNDS

On or about July 13, 2015, the City of Bartlett will submit a request to the Tennessee Department of Economic and Community Development for the release of funds under Title I of the Housing and Community Development Act of 1974, as amended, to undertake a project known as the Bartlett 2014 CDBG Disaster Drainage Improvements Project for the purpose of making drainage improvements along Fletcher Creek at Stage Road and Appling Road, and along Harrington Creek at Stage Road and Bartlett Road. The estimated funding is $1,000,000.00 for the drainage improvements.

FINDING OF NO SIGNIFICANT IMPACT

The City of Bartlett has determined that the project will have no significant impact on the human environment. Therefore, an Environmental Impact Statement under the National Environmental Policy Act of 1969 (NEPA) is not required. Additional project information is contained in the Environmental Review Record (ERR) on file at City of Bartlett, Office of Engineering, 6382 Stage Road, Bartlett, Tennesseee and may be examined or copied weekdays. 8:00 a.m. to 4:00 p.m.

PUBLIC COMMENTS

Any individual, group, or agency disagreeing with this determination or wishing to comment on the project may submit written comments to the Bartlett City Engineer, 6382 Stage Road Bartlett, Tennessee 38134, (901) 385-6499, Attention: Rick McClanahan, Director. All comments received by July 13, 2015 will be considered by the City of Bartlett prior to authorizing submission of a request for release of funds. Comments should specify which Notice they are addressing.

RELEASE OF FUNDS

Legal AnnouncementsThe City of Bartlett certifies to the Tennessee Department of Economic and Community Development that Mayor A. Keith McDonald in his capacity as the Mayor of Bartlett consents to accept the jurisdiction of the Federal Courts if an action is brought to enforce responsibilities in relation to the environmental review process and that these responsibilities have been satisfied. The Tennessee Department of Economic and Community Development (ECD) approval of the certification satisfies its responsibilities under NEPA and related laws and authorities and allows the City of Bartlett to use program funds.

OBJECTIONS TO RELEASE OF FUNDS

The Tennessee Department of Economic and Community Development will accept objections to its release of funds and the City of Bartlett certification for a period of fifteen days following the anticipated submission date or its actual receipt of the request (whichever is later) only if they are on one of the following basis:

(a) The certification was not executed by the Certifying Officer of the City of Bartlett;

(b) The City of Bartlett has omitted a step or failed to make a decision or finding required by HUD regulations at 24 CFR Part 58;

(c) The grant recipient has committed funds or incurred costs not authorized by
24 CFR Part 58 before approval of a release of funds by the Tennessee Department of Economic and Community Development; or

(d) Another Federal agency acting pursuant to 40 CFR Part 1504 has submitted
a written finding that the project is unsatisfactory from the standpoint of
environmental quality.

Objections must be prepared and submitted in accordance with the required procedures (24 CFR Part 58) and shall be addressed to the State of Tennessee, Department of Economic and Community Development, Office of Policy and Federal Programs, William R. Snodgrass Tennessee Tower, 10th Floor, 312 Rosa L. Parks Avenue, Nashville, Tennessee 37243-1102. Potential objectors should contact the Office of Policy and Federal Programs to verify the actual last day of the objection period.
