As required by Tennessee Code Annotated § 67-5-508, the property assessment records of Shelby County will be available for public inspection in Room 401, 150 Washington Ave., and at 1075 Mullins Station Road. These records may be inspected Monday through Friday, from 8:00 a.m. to 4:30 p.m. Any person desiring to inspect these records may do so at the above times and places. Property assessment records may also be reviewed through the Assessor’s website at www.assessor.shelby.tn.us.
The Shelby County Board of Equalization will begin its annual session to examine and equalize county assessments on May 1, 2015.
THE COUNTY BOARD WILL ACCEPT APPEALS FOR THE 2015 TAX YEAR UNTIL 4:30 P.M., JUNE 30, 2015, THE LAST DAY OF ITS REGULAR SESSION.
The Board of Equalization is open weekdays from 8:00 a.m. to 4:30 p.m. at 1075 Mullins Station Road, Suite C-142. Any property owner who wishes to file a complaint or appeal to the County Board of Equalization should appear before the Board in person or by personal appearance of an agent for the owner who has the owner’s written authorization. Failure to appeal an assessment may result in the assessment becoming final without further right of appeal.

Final Notice and Public Explanation of a Proposed Activity in a 100-Year Floodplain
To: All interested Agencies – Federal, State, and Local – Groups and Individuals
This is to give notice that the City of Bartlett under CFR 24 Part 58 has conducted an evaluation as required by Executive Order 11988 and/or 11990, in accordance with HUD regulations at 24 CFR 55.20 Subpart C Procedures for Making Determinations on Floodplain Management, to determine the potential affect that its activity in the floodplain and wetland will have on the human environment for a Community Development Block Grant under B-13-DS-47-0001. The proposed project(s) is located Stage Road / Appling Road, and Stage Road / Bartlett Boulevard. The project will make flood improvements along Fletcher Creek and Harrington Creek in two separate sites. In Fletcher Creek the banks along both sides of the creek are experiencing severe bank erosion, bank failure (collapse) and channel scour due to the extremely high flows experienced in the 2010 flood. In Harrington Creek the culvert caused flooding due to flow reductions by the culvert entrance.
The scope of work for the Stage Road / Appling Road site will address the conditions of the Fletcher Creek bed. This bed has lowered and widened, which has caused the slopes to become almost vertical, thus causing major erosion. In order to correct this situation, the recommended alternative is to install a weir, stabilize the bank with a retaining wall (or other erosion control devices), and an erosion control mat. These construction methods emphasize high quality, durability, energy efficiency, sustainability, and environmental respectful measures that will provide protection to life and property. Methods of securing the structural integrity of earthen stream channel bank with structural supports to prevent bank slumping and undercutting of riparian trees, and overall erosion prevention, to maintain the ecological integrity of the system. These measure will prevent exposure of the sanitary sewer main running along the creek, which could potentially discharge sewer into the creek if exposed.
The scope of work for the Stage Road / Bartlett Boulevard site will be to address the area of Harrington Creek. This area has observed flooding elevation which has reached 264’. As a result, flooding occurred on Stage Road, east and west of Harrington Creek. The rising flood water contributed to the flooding of the roadways and adjacent properties. The banks along Harrington Creek north of the existing box culvert eroded to a point of impending failure. In order to alleviate this situation, the entrance into the box culvert needs to be rebuilt. There will be modifications to the upstream side of the culvert which will improve the flow capacity of the structure. This alternative will provide compliance with the 100-year storm protection for the Stage Road / Harrington Creek area. Completion of the project will provide flood protection to commercial properties and adjacent parking lots.
The proposed project(s) is located in two locations; those location are Stage Road / Appling Road and Stage Road / Bartlett Boulevard in Bartlett (Shelby County), Tennessee.
The City of Bartlett has considered the following alternatives and mitigation measures to be taken to minimize adverse impacts and to restore and preserve natural and beneficial values: The proposed actions must take place in a floodplain in order to stabilize the banks and streams. The City has considered several alternatives. Those alternatives were: (A) Do Nothing: The “do nothing” alternative – this alternative is not acceptable, because if the stream and bank are not stabilized, the immediate areas will be totally undermined, and eventually buildings will be adversely impacted; (B) Install a Weir and Stabilize the Banks with Retaining Wall and Articulated Concrete Mat – The bottom of the ditch needs to be stabilized in order to stop the head cutting. This can be accomplished by installing a weir composed of sheet piling. Because Fletcher creek is designated a “blue line” stream, the bottom of the stream must be left natural. Under this alternative, the north bank would be stabilized using a Redi-Rock retaining wall. The south bank would be laid back at a 2.5:1 slope and covered with articulated concrete mat. This alternative is not recommended due to the costs and the impact to the restrictions associated with a “blue line” stream. And Alternative ( C ) is to install a Weir and Stabilize the Banks with Retaining Wall and Erosion Control Mat. This alternative is the same as the alternative described above, except the south bank will be laid back at a 3:1 slope and covered with a three-dimensional erosion control mat with anchors.
The alternative selected is Alternative ‘C’, the installation of a weir to stabilize the bank with a retaining wall and an erosion control mat. These construction methods emphasize high quality, durability, energy efficiency, sustainability, and environmental respectful measures that will provide protection to life and property. Methods of securing the structural integrity of earthen stream channel bank with structural supports to prevent bank slumping and undercutting of riparian trees, and overall erosion prevention, to maintain the ecological integrity of the system, is the goal of this project.
All mitigation measures will be taken to minimize adverse impacts and to restore and preserve natural and beneficial values of the areas. The proposed construction activities will be in compliance with state and local floodplain protection procedures.
The City of Bartlett has reevaluated the alternatives to building in the floodplain and has determined that it has no practicable alternative. Environmental files that document compliance with steps 3 through 6 of Executive Order 11988 and/or 11990, are available for public inspection, review and copying upon request at the times and location delineated in the last paragraph of this notice for receipt of comments. This activity will have no significant impact on the environment for the following reasons:
The City has selected these bank and stream bed stabilization projects due to the current conditions of each. The project will address the rigid erosion issues that resulted from various flooding events.
There are three primary purposes for this notice. First, people who may be affected by activities in floodplains and those who have an interest in the protection of the natural environment should be given an opportunity to express their concerns and provide information about these areas. Second, an adequate public notice program can be an important public educational tool. The dissemination of information about floodplains can facilitate and enhance Federal efforts to reduce the risks associated with the occupancy and modification of these special areas. Third, as a matter of fairness, when the Federal government determines it will participate in actions taking place in floodplains, it must inform those who may be put at greater or continued risk.
