SHELBY COUNTY DEPARTMENT OF HOUSING
FY 2013 ANNUAL ACTION PLAN
JULY 1, 2013 – JUNE 30, 2014
The Shelby County Department of Housing (SCDH) has prepared a draft of the Federal Fiscal Year 2013 SCDH Annual Action Plan which will be effective from July 1, 2013 – June 30, 2014 for Shelby County Fiscal Year 2014. This document is required by the U. S. Department of Housing and Urban Development for the receipt of various grant funding sources including Community Development Block Grant and HOME Grant Entitlement funds. The Annual Plan describes needs identified and activities proposed by SCDH and the Urban County to address housing and community development needs, especially needs in low- to moderate- income areas of Shelby County outside of the City of Memphis between July 1, 2013 and June 30, 2014.
SCDH anticipates receiving: $941,391.00 in CDBG funds, $30,000.00 in CDBG Program income, $239,461.00 in HOME grant funds, $15,000.00 in HOME program income, and $64,361.00 in local match funds for use during Shelby County’s Fiscal Year 2014. The following table summarizes expenditures proposed in the Annual Plan for July 1, 2013 – June 30, 2014.

The SCDH Annual Plan for July 1, 2013 through June 30, 2014 along with the new Analysis of Impediments to Fair Housing will be available for public review from April 4, 2013 through May 6, 2013 at the Shelby County Department of Housing, 1075 Mullins Station Road, Memphis, Tennessee 38134 Monday through Friday from 8:00 a.m. to 4:30 p.m. Additionally, the documents will be available at the following library branches in Shelby County: Benjamin Hooks Central Library, Arlington Library, Bartlett Library, Collierville Library, Germantown Library and Millington Library.
In order to solicit public comments on the Annual Action Plan and the new Analysis of Impediments to Fair Housing, SCDH will hold public hearings at 5:30 p.m. on the following dates: on Tuesday, April 23, 2013 at Collierville Town Hall, 500 Poplar View Parkway, Collierville, TN 38017; and on Thursday, April 25, 2013 at the Shelby County Department of Housing located in the Peggy Edmiston Administration Building, 1075 Mullins Station Road, Room W137 Memphis, TN 38134 (individuals attending this hearing should enter through the Department of Housing’s main entrance located at the center door on the west side of the building). If you plan to attend either of these hearings and have special needs, please contact the Department of Housing at (901) 222-7610 and we will work to accommodate you.
For those unable to attend the public hearing, written comments or suggestions will be accepted through 4:30 p.m. on May 6, 2013. Written comments should be addressed to Mr. Scott Walkup; Shelby County Department of Housing, 1075 Mullins Station Road, Memphis, Tennessee 38134 (or emailed to scott.walkup@shelbycountytn.gov). SCDH will respond to written comments within five working days of their receipt.
