NOTICE OF PUBLIC HEARING

The Bartlett Planning Commission will consider the following request at the Planning Commission meeting on Monday, April 6th, 2015 at 7:00 p.m. The meeting will be held in the Bartlett City Hall, Assembly Chamber.

Blake VanBuren, Fisher and Arnold, is requesting “Planned Development Approval” to amend the conditions of the existing Hampton Grove P.D. on behalf of the McLaughlin Estate.

A copy of this proposal may be seen in the Planning Office at the Bartlett City Hall Annex, weekdays between 8:00 a.m. and 5:00 p.m. Comments may be addressed to the attention of Terry Emerick, Bartlett City Hall Annex, 6382 Stage Road, Bartlett, Tennessee 38134, and are to be received no later than 11:00 a.m. Monday, April 6th, 2015.

Early Notice and Public Review of a Proposed Activity in a 100-Year Floodplain

To: All interested Agencies – Federal, State, and Local – Groups and Individuals

This is to give notice that City of Bartlett, Tennessee under CFR 24 Part 58 has conducted an evaluation as required by Executive Order 11988 and/or 11990, in accordance with HUD regulations at 24 CFR 55.20 Subpart C Procedures for Making Determinations on Floodplain Management, to determine the potential affect that its activity in the floodplain and wetland will have on the human environment for a Community Development Block Grant under HUD grant number B-13-DS-47-0001.

The project will make flood improvements along Fletcher Creek and Harrington Creek in two separate sites. In Fletcher Creek the banks along both sides of the creek are experiencing severe bank erosion, bank failure (collapse) and channel scour due to the extremely high flows experienced in the 2010 flood. In Harrington Creek the culvert caused flooding due to flow reductions by the culvert entrance. These areas are identified on the attached maps and are labeled as Stage Road / Appling Road, and Stage Road / Bartlett Boulevard.

The scope of work for the Stage Road / Appling Road site will address the conditions of the Fletcher Creek bed. This bed has lowered and widened, which has caused the slopes to become almost vertical, thus causing major erosion.  In order to correct this situation, the recommended alternative is to install a weir, stabilize the bank with a retaining wall (or other erosion control devices), and an erosion control mat. These construction methods emphasize high quality, durability, energy efficiency, sustainability, and environmental respectful measures that will provide protection to life and property. Methods of securing the structural integrity of earthen stream channel bank with structural supports to prevent bank slumping and undercutting of riparian trees, and overall erosion prevention, to maintain the ecological integrity of the system. These measure will prevent exposure of the sanitary sewer main running along the creek, which could potentially discharge sewer into the creek if exposed.

The scope of work for the Stage Road / Bartlett Boulevard site will be to address the area of Harrington Creek.  This area has observed flooding elevation which has reached 264’. As a result, flooding occurred on Stage Road, east and west of Harrington Creek. The rising flood water contributed to the flooding of the roadways and adjacent properties. The banks along Harrington Creek north of the existing box culvert eroded to a point of impending failure. In order to alleviate this situation, the entrance into the box culvert needs to be rebuilt. There will be modifications to the upstream side of the culvert which will improve the flow capacity of the structure. This alternative will provide compliance with the 100-year storm protection for the Stage Road / Harrington Creek area.  Completion of the project will provide flood protection to commercial properties and adjacent parking lots.

The proposed project(s) is located in two locations; those location are Stage Road / Appling Road and Stage Road / Bartlett Boulevard in Bartlett (Shelby County), Tennessee.

There are three primary purposes for this notice. First, people who may be affected by activities in floodplains and those who have an interest in the protection of the natural environment should be given an opportunity to express their concerns and provide information about these areas. Second, an adequate public notice program can be an important public educational tool. The dissemination of information about floodplains can facilitate and enhance Federal efforts to reduce the risks associated with the occupancy and modification of these special areas. Third, as a matter of fairness, when the Federal government determines it will participate in actions taking place in floodplains, it must inform those who may be put at greater or continued risk.
